It looks like the upcoming Resident Evil 2 Remake will look up to par with current generation games. Capcom has recently clarified that Resident Evil 2 Remake will indeed be a full-blown remake and not a remastered game.
Resident Evil 2 Remake
According to Capcom UK Senior Marketing Director Stuart Tuner, the Resident Evil 2 Remake will be ?a full from the ground up remake NOT a remaster.? This means that the game will probably see an overhaul in its gameplay mechanics as well as its camera angles
Capcom has yet to disclose any information about the RE2 Remake. Platforms on what the game will release for has yet to be specified.
3rd Person Shooter Gameplay?
Earlier this year, Resident evil fans released a RE2 remake titled ?Resident Evil 2: Reborn?, PSU reported. This fan-made game was closed by Capcom as the company decided to make a RE2 Remake themselves.
According to RE2 Reborn developers ?InvaderGames?, Capcom invited them to ?discuss further ideas? for the remake. The RE2 Reborn utilized the Unreal Engine 4 and uses a 3rd person behind the shoulder camera angle, Kotaku reported. Here are some videos of RE2 Reborn:
Fans of Resident Evil games are divided how the gameplay mechanics should be for the RE2 Remake. A number of fans believe that RE2 Remake should stick to its classic but clunky top-view camera angle. Many also believe that it should implement the modern 3rd person behind the back camera angle because it is now the norm for current gen gaming.

I know it's highly unlikely but if the Resident Evil 2 remake is done with the over the shoulder camera angles from 4 then I would love it.

No over the shoulder stuff Capcom, please give us a true remake of Resident Evil 2. Take elements from 1.5, implement that into the game.
