Last night on the Warzone, Weapon X gave us the skinny on the GTAIV DLC.  Here are the things he mentioned:

GTAIV DLC will arrive in late October or Early November
The DLC will be more like an expansion pack
It’s rumored to cost 1600 MS points and will be very large
